You can purchase Headlights like that with the halos I
if thats the part you are looking for. If you are looking to just add the halo I believe oracle makes them.

Far as the smoked look, that is just a film applied to the lense, unless they bought them smoked. Some places sale kits cut for specific lights however keep in mind they are not the easiest to do yourself. Experience with this stuff and knowing how to shrink the film around the bends is recommended. Most tint shops can do this though.
